sir,

I have received a despatch (No. 2987) from the

Provincial Government of Kwangtung to the effect that

it received a letter (No. 222) from the Ministry of

Industry that the Consul at Samoa, Lin Tee Ch'ăn,

reported that in April last year Mesars, Mbb Iaginston

& Company of Hongkong on behalf of the Samoa Govern ent

recruited labourers and chartered vessels to take then

to the Island and bring them back on the expiry of

their service. It was learnt that the compradores

contracted to send representatives to the coastal

villages of Kwantung and bring men to Hongkong to the Ho Chi hostel (1⁄2 to await a vessel, The so

gete 50 cents a head rent per day. Those allowed

to go abroad when the time of embarkation arrives

receive an advance of $15. At present newly recruited

labourere entering the Ho Chi Hostel at Hongkong to

await vessels are required to hand over a deposit of

480. If they are passed by the doctor as fit and are

allowed to go to Samson this 480 is kept by the Ho há

Hostel. If they are not allowed to go abroad thenthe

rent is deducted from this $20 and the balance 18
